General Purpose

Lead the HSSE strategy and deliver the guidelines, implementation and control of the HSSE standards for Oman Flour Mills (OFM), under the Chief operations officer scope, acting as owner of HSSE standards in line with OFM strategy through: (1) Assure compliance to the Health, and Safety, Security and Environment Policies, Standards, Guidelines and Procedures, (2) Set up HSSE management system across OFM including resource management, acting as a technical authority in consultation with the Business Lines, and (3) Provide Security and Crisis Management services; to protect people safety and health, preserve and improve the environment and safeguard company assets, properties and security, to support the productivity, operational continuity and efficiency of the business operations.

Main Accountabilities

Establish the Health, Safety, Security and Environment Framework for OFM that will ensure the safety of People, Environment, Assets and Reputation and efficient accomplishment of the Company’s objectives whilst promoting a strong safety culture.

Establishing and assuring compliance with relevant HSSE standards and procedures to enable optimized operations and new projects.

Support/lead accident/incident investigation as required and carry out analysis of accident/incident statistics, identifying trends and suggesting improvement plans.
• Establish and implement the standards to select and evaluate qualified engineers, specialist consultants, and contracts for HSSE Management services.
• Set up HSSE Talent Management system across OFM inclusive of resource management, in consultation with the Business Lines.
• Provide technical advice and guidance on Occupational Health, Safety, Security Environment and Fire Services issues and maintain awareness of latest developments, laws, standards, regulations etc. to support continuous improvement of processes and systems.
• Ensure OFM Occupational Health, Safety, Security, and Environment Management System support the delivery of Regulatory Compliance.
• Advise on compliance with relevant applicable Occupational Health, Safety, Security, Environment Legislation and Regulations.
• Promotes good HSSE practices and attitudes for ensuring the effective management of safety to yield a strong HSSE culture.
• In coordination with the COO, prepare HSSE Budget and monitor expenditures versus the budget.
• Identify material/equipment required for the HSSE OFM activities according to the consolidated HSSE plan, work requisitions or notifications in urgent and emergencies on site and coordinate the procurement and transportation for the timely availability of all requirements.
• Prepare and execute the HSSE Audit Plan across all OFM locations to ensure compliance with established standards.
• Ensure appropriate support to the Contract and Procurement Process including preparation of tender documents for HSSE technical evaluations of bids, to facilitate the effective selection of contractors to suit OFM requirements.
• Ensure the development and implementation of risk reduction philosophies and measures to ensure risks are As Low As Reasonably Practical (ALARP) including the framework for Process Safety, Hazard and Effect Management Process (HEMP) and other risk management tools.
• Report HSSE performance to top Management and other stakeholders and develop performance improvement plans.
• Ensure the appropriate HSSE tools (software and systems) are available to aid in the proper planning, recording and reporting of HSSE.
• In coordination with the Business Lines, set up and implement HSSE training policy for HSSE across OFM technical authority in consultation with the Business Lines.
• Develop the framework for and provide Asset Security and Crisis Management services by:
o Establishing and implementing a Security and Crisis Management framework.
o Preparing and executing an Audit Plan for Security and Crisis Management services across all OFM locations.

o Maintenance and development of Crisis and Emergency Response Plans, Systems and Organizations ensuring OFM preparedness and the availability of mutual aid with neighbors’ entities.
o Has the advisory role of all OFM leaders, personnel-HSSE-related matters and makes recommendations to leaders on, training, development, evaluation and disciplining. Interprets, administers, and enforces work rules, rules of conduct, departmental and OFM policies, Project procedures and performance standards.
• Recommend and implement changes or improvements in staffing HSSE awareness and compliance.

Educational Requirement

• Bachelor’s degree in engineering.
• Specialized certifications or management programs related to HSSE

Experience

• 12+ years of progressively responsible experience in similar role
• Prior relevant experience (3 years) managing HSSE functional area in the field of food safety & hygiene
• Experience in implementing HSSE standards, policies and procedures in the manufacturing sector
• Experience in developing HSSE processes

Know-How

• HSSE Compliance and standards.

• Flour/Feed mill Operations risk analysis.
• Deep Knowledge of the fundamentals of HSE concepts and standards.
• Knowledge of HSSE issues as well as systems and applicable codes, standards, and regulations, preferably in a Food environment.
• Knowledge of personal computer software applications (Word, Excel, MS Project).
